the obama administration is ready to fill vacancies. this will have rebels all the way down the hierarchy. what i would like to discuss tonight is how we got from where we are, the politics of patronage, the challenges of recruiting political appointees , how the system results in major delays and managerial destructions and how it undermines presidential leadership and good management. and finally, possible remedies for reforming the system. why do we get mad at government incompetence? because we expect a competent and effective bureaucracy. you create bureaucracies that hire competent workers that bring specialization, expertise, accountability, and continuity. there is no alternative in large-scale systems to organize great amounts of people to accomplish a goal or mission. this is not the way the united states began. it took about a century to figure it out and half a century to implement. the spoils system of the nineteenth century, there has been a constant tension between partisan control political appointees in career experts.
